How to purchase more capital ship upgrades

I notice when I play the AI on the hardest levels, the AI ships are always level 7.
At the end of the game I look at the chart labelled CAPITAL SHIP LEVELS PURCHASED.
I see that the AI has purchased way more ship upgrades than I have (even though we ended up with roughly the same size fleets)
I have only been able to purchase the first few levels.
After that I never see an option to purchase further levels.
Is this an AI cheat or is there a way for me to purchase more levels past the first few?

I'm afraid its an AI cheat. On the harder difficulty levels they can indeed purchase more capitalship levels than a player can, which helps makes up for the fact that they are much less careful when it comes to actually keeping their capitalships alive.
