Base founding questions (resources, surveying, ideas)...

I just bought the game today, and noticed that the AI will often found their base on top of resources.  Does founding base on top of resources yield access to them?  If so, do you gain access to 100% of the items your base sits on top of?  Also, what is the impact if you don't have an engineer for that resource (where normally you could not build that specific building)?

Also, once you found your base is it possible to further survey the land, or are you stuck with what you've surveyed from before you found your base?

Finally, one idea I had is a survey engineer, which would impact the area that you survey per click (the more survey engineers you have, the larger the area revealed per survey).

You get a one-time bonus from the resources you found on. It is helpful for early upgrading.

Also, once you found, the entire map is gradually revealed.  So, you don't have to scan everything; just enough to make sure you find a good starting spot.
