Tweaking speed that AI purchases first black market items

I just wanted to point out that, at least in the fifth tutorial, the instant the black market is available, even if you hit a seemingly perfectly timed pause, the first claim instantaneously is purchased and raised to 4.5K.  A little frustrating since we clearly don't have the reflexes to beat the AI on that score.  Might be worth considering if you can add a slight delay or some level of randomness to the decision?

The black market unlocks at different times for different players (in reverse order of founding) so probably someone who founded after you bought the claim before your black market unlocked.
