Does the AI surrender to AI players?

Never seen a sovereign as a vassal to another AI player. Curious if anyone has ever seen a sovereign converted to a champion under another AI sovereign. I am thinking only the player can ask for Surrender, not the AI.

I wish that could be fixed. In my opinion, that's a pretty big problem. So all AI vs AI wars are wars to the death? until the one of them hasn't a single city left?
