The sound effects don't actually get quieter when you adjust the slider.
(note, the music volume settings work fine)

I'm having trouble with this in Beta 4. As of yesterday all my game files were up to date.
Are you referencing the Interface sounds or the in game sfx like battle sounds as not getting affected by the sound slider?
Interface Sounds. Specifically the unit selection sound. I reported it earlier. I dropped the sound from 100 to 25 percent and it didn't make a difference. I haven't actually gotten into combat yet so I don't know about battle viewer. It might be coming from my subwoofer. I didn't spend to much of my play time troubleshooting it but I can verify it tonight. I generally have my sub at about 50% power.
You bring up a good point, currently the sfx slider does not control the volume of Interface sounds. Creating a slider for the Interface Sounds is scheduled for a later beta. I hope this helps explain what is going on.
