Questions on Morale modifiers

Expert help needed on Morale.  If anyone can shed some light on this I would really appreciate it.

The following data was copied from my game (data from holding cursor over morale).

Mechanics I understood were loss of morale from population and tax, and the 10 bonus
from any planet >10 in size.

But for the rest I had questions:

1.  The buildings always had less effect than the expected effect.  In
    the worst case I built Political Capitol 50 and Festival of Capitalism
    50, for a total of 100 and got just 51.  This was on my capitol, and
    I had Harmony Crystals and Frictionless Clothing.

2.  I would thing the "native" effect would be the same on every planet, but
    it varies.  Also, I don't even know what it is based on.

Native Ability simply refers to your Morale ability.

As for why it and the bonuses from your morale improvements are lower than expected, that's because population does more than just reducing approval. It also reduces the Base Approval. This stat determines the effectiveness of all your morale bonuses (with the exception of the 10% bonus from HQ planets).
For example, a population of 8b people reduces approval by 18%. This means, that all your morale bonuses will only be 82% as effective as they could be. So the Civilization Capital will only provide a 20% bonus to approval (25 x 0.82 = 20.5 rounded down to 20), instead of the advertised 25%.

You are definitely correct about the morale drop from population also turning into a multiplier on the buildings.  Now that you say it, you can easily see it in the data.

 

But on the "native", I also thought it referred to my Morale ability (from startup options and anomalies), but then it would be constant and the same for all planets.  At least that is what I expected.  But looking at the data, the population modifier may also reduce the "native".

 

P.S.  I just checked and that's it for sure, my base native is 61%, but on the -48 planet it is 52% of that.

 

So having high population lowers morale, which I knew.  But sadly, two of the methods to combat low morale (buildings and high base morale) both lose their effectiveness when population is high, and that is the only time they are needed.  Too bad.
