I have WindowBlinds8 on my Alienware X51 and on my new Lenovo touch screen AIO- when I change theme on one, it changes on the other pc.
Is this supposed to happen or am I being a bit dim and not set it up right
You must be running Windows 8. There is a setting ( in Windows, not WindowBlinds) that makes them synch across machines. I'm on Win 7, and it's early so that's as much as I can help. 
Poke around, you'll find it.
Yes, Lou, Wiz is correct. Go to PC settings, click One Drive, sync settings, and adjust your personalization settings. Your PCs are syncing with each other. Turn it off and you'll be fine.
