Planets that can't be settled

Playing as Altarians, I have been able to colonise some settle-able planets with my colony ships and then it becomes pot luck whether I can colonise. The colony ships are directed to a planet then close to 1-4 moves to the planet, the ship stops. When selecting again the ship to go to the planet, the ship refuses to recognise that it can move there with no pop-ups saying why. Sometimes the ship can settle another planet but understandably very frustrating at the moment when everything is going well but pot luck with settling planets!

Hmm, there was a bug where this would happen if one of the AI's targeted the planet with one of their colony ships, but I thought that had been fixed in .51.  Maybe not?

This behavior is not a total bug, it is based upon a UP resolution not to settle inside ZOC of anybody else. I had this in my last game and once I built a starbase nearby, so the planet is inside my ZOC, I was able to colonize this 'free' planet.

I had that resolution, but the planet that i wanted to colonize wasn't inside another faction ZOC... so it doesn't make any sense to me...

Ah, that explains it.  A bug was reported here that makes planets in no one's ZOC uncolonizable when that UP resolution is passed.
