When I run Start8Tweak.exe it brings up Chrome and loads a Download v1.47 page. I have already installed v1.47 and have it installed. I've used it before on my previous PC, so I'm not sure why it's not launching.

I had the same problem until I copied Start8tweak.exe from the Stardock folder to the Desktop and ran it from there. If I tried to start it in its original Stardock folder, which was in "Program Files (x86)," I got the same Download v1.47 page that you did.
Hope this helps.
You can now download the Start8 app from your my downloads and use Start8tweak.exe as normal.
This does not fix the problem.
I've checked it out on 2 different systems now.

I'm having the same issue as the OP: when I click on Start8Tweak.exe, it simply opens my Web browser to the following URL:
https://www.stardock.com/products/start8/update.asp
If I copy Start8Tweak.exe to my Desktop and run it from there (as suggested by another poster), it will run, but it won't allow me to unload Start8.
Yes, I'm using the latest version, v1.47.
Any suggestions?

Download and install the version on the update page. It should fix the issue.
