GC III How does one allocate resources to social vs military and research production?

In Twilight of Arnor allocating the budget was quite simple with the 3 sliding scales. Each individual planet let you do the same . I do not see anything so far in the beta to do likewise.

Bottom left hand screen of the screen when selected a planet, there is a tab called governance!

Yes I see how under governance one can allocate individual planet resourcesThat only answers half of my question. How does one allocate resources overall? I see nothing to set the overall budget and where it goes.
