Tech cost increases as you research?

In the GalCiv2: Ultimate Edition manual it says in the Civilization Research section, "Different technologies have different costs, but these aren't fixed; as you research new technologies, the cost of future technologies will increase."  Does this mean if I were to, for example, research straight through the line of techs to get Laser II in one match the cost of the Laser II tech would be cheaper than if I were to, in another match, research many other techs in addition to the line of techs required to get to Laser II? Or am I reading this wrong?

Yes. The more techs you research, the more expensive all future techs will become. Weapon-techs are especially affected by this cost-inflation.

Huh, thank you.  So it seems there's a disincentive to researching a lot of your tech tree.  I honestly don't understand why that should be there, but I'm a noob.  Does anyone know why the developers designed it this way?  Also, is there a way to calculate what the cost of a tech will be when you get to it?  If there isn't that would be my main beef with having techs be more expensive if you research more techs.
