uninstall vs deactivate license

Hello and Thanks in advance.

I could be wrong, but I think we used to be able to uninstall a program on the same OS and machine and reinstall it without a new activation.  With the new deactivate license option, (which I like), if we uninstall a program, is the license automatically deactivated?

In other words, If a program is uninstalled without deactivating first, do we lose an activation?

 

The reason I ask is, because, now, if a program is uninstalled, then re-installed, a new activation is required.
