bug - Citadel and paladins

I cannot build Paladins after building a Citadel - the paladin option doesn't even appear to tell me I am short required resources.

Yet according to the coreunits.xml library for the paladin unit I just need a Citadel, 2 metal and 1 crystal. Seems like a bug.
