Switching off of 'Expore' or 'Survey' mode

When I had my scout and survey ships in expore and survey modes and then tried to switch them 'off' of those modes, I couldn't move my ship. The ship would just sit there in 'idle' mode, but wouldn't accept any move orders. I switched them back into 'auto' modes and off they went.
