The Xeno Medical Center shows on all my planets a construction time of 2^32=4,294,967,295, but it gets built a lot faster.
Both the Colonial Hospital and the Xeno Medical Center have the same manufacturing cost (39). My guess is, that this is causing a divide-by-zero error, because the upgrade-cost is 0, which results in that huge turn number to appear. The actual upgrade-time is still only 1 turn as expected.
I had the same problem. I couldn't figure out what caused it so thank you for doing the research!

[_] Forum bug: Selecting the "vulcan" smiley from the menu bar produces the above.
Work-around: Just manually type <colon>vulcan<colon>, replacing <colon> with ':'.
