[Bug?][Beta .40] Is the Stadium improvement missing?

I researched the tech that is supposed to unlock the Stadium improvement (Interstellar Tourism), but do not see it as available for building on any of my planets. Has anyone else seen it?

The Stadium is in the game, but there are currently some issues with approval improvements.
