[Bug?][Beta .40] Cannot select Soil Enhancement or Terraforming on class 15 planet

Is there a cap in place in the beta so that you can't improve a class 15 planet?  I have one and cannot select either soil enhancement or terraforming plant on that planet, even though they work on other planets.

You can only enhance/terraform certain tiles and some planets don't have any. There is no way to know which tiles are improvable until you research the techs and try to build the improvement. It's kind of a crappy system and I hope it gets adjusted.

while i haven't played the beta yet it was my understanding that terra-forming tiles was done by percentage of usable land which means that at the very least you should be able to eyeball a few tiles but if there is no indicator it should get something

On all the other planets I have, if I select Soil Enhancement or Terraforming Plant, one or more tiles are highlighted, and I can then choose one of them to enhance.  On this one planet, no tiles are highlighted to allow me to choose.

I have this same problem on a variety of planets.  I haven't found a pattern yet, really, but it's quite annoying!  It's ranging from class 11 to class 25 planets that I've noticed.

Here's how I understand it:

All the tiles on your planet are Marked at different levels: usable, salvageable, decent, lesser, almost useless and useless. The usable tiles are available initially. Then, as you unlock the terraforming techs, you gain the ability to terraform one tile of the listed quality or better. There is no guarantee, however, that there will be any salvageable, decent, lesser, or almost useless tiles on your planet. So what is happening in your example is that on your class 15 planet you have no salvageable or decent tiles.

This is the way GalCiv II did it as well, only they let you see the lower quality tiles coded as yellow orange and red, and you were able to improve all of the lower-quality tiles on your planet rather than 1 per tech. The tiles are mapped to match up with the land on the map, so I have found that on higher quality planets there are often no or very few lower-quality tiles because the usable tiles are covering all the land.

@peregrin23 - Thanks, that's very helpful if indeed you're correct about the way it's supposed to work.  Eyeballing it, my class 15 planet looks like it has about 8 or 9 spots on land where tiles could possibly appear.  If I have time I'll try researching the next terraforming tech to see if any of them appear.

BTW, if that is the way it works now, it means that there won't be any tiles out in the middle of the ocean like there were in GC2, which in my mind is a plus.
