You mentioned Altarn's APT mod. I think this is the way to go. It's a great mod and he has APT 1 which has as little changes as possible while still fixing bugs and optimizinf performance. APT 2, though, sounds like what you want. It standardizes the tech tree for each race so they are all similar. Here is a link and a copy paste info:

I brought that balance to APT2 by using the Dark Avatar technology tree as a template and then made some necessary adjustments. Also, it just occurred to me, if you want everyone to have the exact same tech tree I think you can create a bunch of different custom races from a single race of your choice. Give them all different names and pictures and they would be the same under the hood.
I've been using APT 2 and really enjoying it.
