Cannot build Merchantcross Bazaar

Greetings all - noob here. I know there have been previous threads on this issue, but the consensus of all of them was that you *can* build this thing if you get it right. So, what am I doing wrong, please:

My faction has Scholars and Civics, so I have both Knowledge and Civics at the start. (In case it is relevant, they also have Altarian Blood, Enchanters, Legacy of Serrane, Masterwork Chainmail and No Ranged Weapons.)

My sovereign is a Scholar, Water Apprentice and Life Apprentice. (In case relevant, other traits are Wealthy, Cowardly, Attunement and Brilliant.)

I found my first village on the first turn, set taxes to 0, put the sovereign inside to reduce unrest, cast Inspiration and Sovereign's Call, and Produce Research.

As far as I can tell, this is the fastest way to research Trading. It takes eight turns on a 4/3/2 tile (it initially says 10 turns, but the village upgrades to a town after five turns and the additional research shaves two turns off).

I have tried this several times, using a variety of different game settings and opponents (including only a single Novice opponent who does not start with Civics or Scholars). I have also varied traits (e.g. in case there is some sort of mutual exclusivity with Legacy of Serrane.) I am never, ever offered the opportunity to build this wonder. 

If it isn't obvious what I'm doing wrong, could someone else try the faction/sovereign designs above and let me know if they can build it.

You are not offered the wonder because an AI has already started to build it. LH wonders are not a race to completion as in the Civ series. Once you earmark the build, you can have it sit in your queue indefinately and reserve rights to build.

If you don't like this approach, I recommend Parrotmath's Wonders mod; adds pre-wonder structures that are 90% of the cost a fraction of the bonus and you race that. Win that gives the right to earn the wonder construction.

Yes but how can that be the case? How can a single novice AI, without Civics or Scholars or Inspiration, beat me to Trading to unlock the wonder? I thought the AI didn't cheat at easier difficulties? Do they not have the same prereqs for it?

I must have tried 20+ times. How does anyone ever build it if the AI always puts it in its queue in the first eight turns?

Interesting. I had the assumption that you were playing on a diffculty greater than challenging. If that is not the case, I an uncertain as to why you cannot build the wonder.

You are attempting to build the wonder in a Town, yes?

What an amazingly arcane bug. Thank you Primal_Savage, that was precisely the problem. My PC is on 24/7 so all my attempts had been in a single "session". After a reboot and fresh load of LH, I can build it as expected.
