Modding CoreDifficultyLevels.xml - beginner's question

Hi, I'm trying to mod CoreDifficultyLevels.xml more to my taste, if I put it in Documents\My Games\LegendaryHeroes\Mods\Data\ will it work? I remember reading that some xml files have to be in the default game directory in order to work...
