An interesting idea is manipulating Dna for create new civilizations ( with new powerful characteristics, etc) along the game. (Like Exobiology)
People wants more and more new races for GalCiv3.

The races of the GalCiv universe are XML-based life forms. You will be able to directly manipulate their XML genetic code as you wish.

Scientists barely understand this stuff, and you want a virtual DNA generato?. If that existed, the creator would get the peace prize. (your funny kryo.

Sounds cool. May be you will have to invent new patterns of DNA(your scientists invented garilla with 4 asses.(jr something like this)) and compare them in different order.
will be great... imagine a human cyborg race by DNA Manipulation! hehehhe
