did you turn on the Desktop Window Manager as Jafo said may be the problem on Reply 1? You need to turn the Manager back on, reboot and see if it correct the situation.

Turning this off turns off Aero. Not 100% sure but I think WindowBlinds needs Aero to be on and that if why on your specs it specifically advises you it's off.

What Hankers posted is correct. However there is another place to check that must be turned on.

Just go t the search on the startmenu and type services. It should be the first one that pops up on the list click on it. Should be the same as the picture on the link provided. This will be option 2.

Make sure you have rebooted.

How Do I Enable "Desktop Window Manager" on Windows 7

1.Open Registry Editor (RegEdit).
2.Navigate to the following registry key:
HKEY_CURRENT_USER\Software\Microsoft\W...

If the DWM registry key is not found, right click on Windows and then select New -> Key to create new branch and name it as DWM.

3.In the right details pane, create a new DWORD (32-bit/64-bit value) named UseMachineCheck, and set its value to 0.
4.In the right details pane, create a new DWORD (32-bit/64-bit Value) named Blur, and set its value to 0.
5.In the right details pane, create a new DWORD (32-bit/64-bit Value) named Animations, and set its value to 0.
6.Restart the Desktop Window Manager Session Manager in Services in Control Panel (type Services.msc in Start Search), or run the following commands in a command prompt with administrator privileges:
net stop uxsms
net start uxsms

8.Attempt to enable and apply Windows Aero in Windows 7. Restart the computer
if required.
