Glitchy Cursor - Main Menu - TPM 2012

Game won't fullscreen, cursor glitches on main menu, can't click on anything.

I have TPM 2012 (1.03), and for some reason when I try to launch it, it enters windowed mode and the cursor on the menu doesn't work. It flies around and won't select. I've verified the game cache, reinstalled, disabled Aero, updated my graphics card. Help?
