Help with setting a tech rate.

I don't anything about modding but I'd really really like to get this to work. I've downloaded Star Trek vs Star Wars mod. Thing that I have noticed is that setting a technology rate in game to very slow is still very fast on a gigantic map. So I've tried to mod the tech rate to make it slower but without success. What I did is I downloaded a tool Research & Construction change program from http://library.galciv2.com/index.aspx?m=410. Then I used it to modify TechTree.xml located in C:\fun\GalCiv2Ultimate\Twilight\Mods\Data. I've used the tool to increase the tech cost by a factor of 5 then copied pasted and overwrote the original file. When I started the game there was no change. Also there was another folder named TechTrees. It contains xml files of every races tech tree, all named RACE NAME_TechTree.xml. Since I play with romulans I used the same tool on Romulan_TechTree.xml as well, and increased the cost by a factor of 5. Still no change in game. I read a guide https://www.galciv2.com/mods/gc2modsdoc.htm#ModdingGC2Data and if I understood it correctly it basically says that increasing the cost of technology will result in more time needed for it to be researched. I'm probably doing something wrong and I can't figure out what. Any help would be appreciated.

Is this path correct? It looks like it is missing the name of the mod.

As for your problem, have you looked if the Cost of the techs in the TechTree.xml are actually higher now? You can open an xml-file in pretty much any text-editor.

Also, have you made sure that, in the Options, "Use Mods" is active and the "Current Mods Directory" set correctly?

Lastly, when testing, are you starting a new game, or using an existing save? Changes to the game-files don't work retroactively (though there a few exceptions), so you have to start a new game in order for them to take effect.

Actually you are right the path wasn't correct. Correct path is C:\fun\GalCiv2Ultimate\Mods\Default. I basically had the mod installed on 2 separate paths and for the last couple of hours I was modding the files in the wrong path. LOL. Of course that was the reason why it didn't work. After correcting this error I managed to get what I wanted. Big thanks for your help.
