Game breakers strategy :direct purchase reduced 100%

Note : This game have no mod active in it

So I just finished a rather peculiar game. I played as a custom race with Thalan tech tree. Halfway through the game, I researched the neutral alignment. This give me a discount in direct purchasing. Then I researched the neutral unlocked tech Hyperion fabrication that further enhanced that discount. And I was shocked to see that my discount was now 100%, essentially zero. This have several implication:

1. Goodbye industry buildings. I no longer  need you as I can just buy all building directly without any cost. And thus planets become focused on economy and research.

2. My military production became so powerful as creating ship have no cost and only take one turn.  Same with upgrading the ship(only take one turn). I even managed to set off 8 terror stars simultaneously as a preemptive strike to the yor collective. (Their super ability is annoying to conquer the conventional way)

Suffice to say that the rest of the game became ridiculously easy. I destroyed the yor collective and terran alliances with minimal casualty. The only casualty I got was when Terran by luck discover a precursor ranger. But even that only managed to destroy one of my weaker fleet. By this point, I was so far ahead military and research that I could even go for conquest victory. The remaining major races is my allies, the Torian and Altarian. With my production set to 0 (it's pointless anyway to research anymore), I have an income of more than 2000 BC, so I could afford the maintenance of more ships. The only thing that discourage me is that the altarian and Torian have quite a number of planet and it would be time consuming to micro manage and conquer.

Nevertheless, I felt that this 100% discount is a bit game breaker. As  I went from a relatively average power to the most powerful race in the galaxy in mere a dozens turn. Is this by design by the all powerful developer?

That should have been 50%. 25% from being Neutral, and 25% from Hyperion Fabrication.

Are you certain, that you didn't have the 'Corporate Corruption' random event at one point? The evil option for that event grants a bonus to your Purchase Now Reduction ability. It's the only way you could have reached a value of 100%.

PS: I preferred the way this ability originally worked. In DL and DA, it reduced the the amount of interest you pay each turn. With a value of 100%, you don't have to pay any interest at all. The cost you have to pay upfront, however, stayed the same.

That's what I thought. There's no event that could explain this. In the civilization Stat screen, the cost reduction is 100%. I still have the save file, will take a screen shot later. The only random event that i remember us the standard economic book and double birth rate event.
