Bug: You cannot rearrange icons unless the bar is on the primary monitor

I had to switch which of my monitors is my primary for one of the programs I use and therefore wanted to switch which monitor my object dock was on.  After doing so, I was unable to relocate icons.  I tried reinstalling the program, but found I was still unable to move icons around on the bar successfully.  Note, I am not talking about the icons being locked, I am talking about moving an icon and having the other icons "part" and allow the relocated icon into the spot.

I resolved the issue by moving my dock back to the primary monitor, clicking and dragging icons to the desired position.

I am running the latest version of the program, version 2.10.0.811 on windows 7.

I'm experiencing this same issue on 2.20.0.850 on windows 7. If i move the dock off of the primary monitor dragging does not work. Put it back on the primary monitor and it works fine.
