In each vision, a gang of 'humans' enslaves the rest using various appendages of the government to amplify/enforce the intentional and systematic use of language to obscure rather then clarify the shared reality. The tread is about what we though, each person responding in kind. Stands to reason that what each of us feels won't be the same as others. I think you may need to watch the movie again, it wasn't about bank bailouts but something more basic to how we look at life and each other.

Although technically not a movie, I think "Max Headroom" typifies my expectations for the future.
