Spies--How to place them?

I'm playing a DA game and losing pretty badly.  

 

I'm playing a custom race on the Milky Way map.  Difficulty is whatever is the one one up from tough.  There are 4 AI's left.  3 of them are at war with me (the Terrans, the Korx and the Thalans) and one of them (the Altarian) puts up with me but has no interest in helping me.

 

The only thing that has kept me alive to this point is the fact that I picked the Super Isolationist (I think that's what it is called) perk for my custom race.   The one that limits other forces to 3 speed as long as they are in your territory.  With that perk I can kind of get the enemy fleets to follow my ships around in circles for a bit before they catch me.

 

I have the building on each of my 7(?) planets that prevents them from placing spies on my stuff so I have a few spies sitting around with nothing to do.  My question is how do I place my spies on their planets to mess with their production/research/happiness buildings?  I already have the spies allocated to the point where I have 4 spies per enemy planet.  I get that part.  Just not sure how to sabotage* the enemy planet individual tiles.   Does my question make any sense?

 

 

*I just like the word "Sabotage" because it is such a cool Beastie Boys song.

There are two ways to do that. One is to click on the "Agents" icon above the research area (looks like a guy with a hat, and is red-coloured if you have spies available) and then on the planet you want to sabotage. The other method is to simply click on the target world and then on the button labeled "Spy" (it's located where the "Build" button is for your worlds).

Both methods will open a window with a map of the target planet and a couple other informations. Now, click on the improvement you want to sabotage, and then on the "Place Agent" button. You can sabotage as many improvements as you like, as long as you have enough agents and the target improvement is eligible (some improvements cannot be sabotaged, like the Initial Colony).
