Signed up and paid - but no download link showing in the Account. The email gives the download link via my account, but no link there yet. The email gives the impression the download is available, is it available yet?

It's a preorder. It's not available. Alpha will be coming out sometime this winter.

Q: When will Galactic Civilizations III come out?
A: We don’t expect it to be ready for release for quite a while. As of this writing (fall 2013) it is in internal alpha testing. We expect it to go into the Founder’s alpha early next year and a public beta soon to follow.

True Galactic Civilizations superfans can purchase the Founder’s Elite Edition, which comes with alpha access (coming this winter)

According to the PDF file in the fansite kit, stimated release for 2015. Not sure why that little details is not mentioned in the F.A.Q. as we know that they can get updated when needed.
