I think that means he used open office. Open Office can save to excel's format so you could just download open office, load it up, then save it in whatever file type excel uses if there isn't a converter already.

Sure you can use it any way you want :-)

Yeah I am using LibreOffice.  Excel (at least my 2010 starter) should be able to open the .ods file, with very minor formatting loss.  (Saving in excel format under LibreOffice also induced formatting losses; maybe the version I am using is too old :-/)

Nice Table.  So which is the best bonus??  Maybe Modern Society, or is it Pacifist Society?  I get confused by the positive and negative bonuses.  Or maybe, just plain old Plundered Booty, or the Expert Miners?

For build costs and bombing damage modifiers, negative is good; for other modifiers positive is good.  A modifier can either be in % or absolute value.

It seems to me that ship build cost modifier is very powerful.  While other modifiers only affect one planet, ship build cost modifier can have an empire wide impact.  In the extreme situation, when you are building all your ships on a planet with "Efficient Ship Factories" (-30% ship build cost) and not spending money elsewhere, the bonus is effectively increasing your post-upkeep empire-wide income (credit+metal+crystal) by 1 / 0.7 = 42.8%.

I think the one giving -30% ship cost on the gravity well, Efficient ship factories. This thing can save you tons of resources.

and they are chosen randomly, right? unles a mod has been done which allows one to select them in the galaxy map.
