Is there a way to apply a mod to a saved game?

So I'm testing a mid-game change, and I've noticed that all of the game data appears to be contained in the save itself. Is there a way to update the .xml files that a savegame uses, or is it necessary to start a new game each time?

Not that I'm aware of, but it would useful if possible.

All the data is in the save, but noone's been able to turn the save file into a useful format (it's a kind of archive). Therefore, currently, you cannot alter saved games and must start new ones.

Well, that's what I'm doing so far. But I don't know how it's possible to test the late game under this kind of restriction, it seems prohibitively time-consuming to make a minor change and then have rebuild the entire scenario you're testing from scratch. Maybe the developers can shed some light on how this can be done properly?
