Does anyone know for the below tag... does that mean it upgrades on turn 80 or in 80 turns?

In 80 turns, however the number may be modified by world difficulty if I remember right.

Edit: Sorry, it is the monster spawn rate that changes.

Thanks guys!  I know I could have figured it out with testing (though it would have taken time to set it up) but I figured someone here would know this already.  :)
