[.90 Scenario bug] Hero recruited while sovereign is on ship

In the scenario, if you reach a fame threshold while your sovereign is on the ship, and the ship is already full of troops, the newly recruited hero ends up in the water, unable to move.

Implementing the suggestion at https://forums.elementalgame.com/444211/page/1/ will fix this bug, as Publius noted in that thread. (The suggestion is: make new champs spawn near the capital, not near the sov.)

The problem is the same with summoning while on water.

A workaround is to empty the boat to the nearest shore, come back, and then you're allowed to load the unit in the boat...

But it sure doesn't look right.

BTW, (in tutorial): water issue workaround; sometimes its easier to send the boat - empty - out to find an uncontested shore, build a arcane tower, and then cloud walk your sov/troops there. Its maddening to have a full stack spend so many years sitting on a boat, hoping you 'find' the right place. This way, your sov is out getting experience, and defending/attacking, questing while ship searches for landfall.
