Planets not wanting to develop

So, I got ToA a while back, but was unable to play it much due to work. Due to being laid off, I have found more time to play, and have been enjoying the improved features and whatnot. But, while playing around with the Arceans, I had something irritating happen. My economy was trying to crash, so I did not immediately develop my new worlds during the colony rush, and after my empire stabilized I went back to develop them, and each of the worlds I did not immediately develop are only showing one hammer for production, and would take 75 weeks to build a traditional factory. I thought maybe it was a minor glitch, so I quick saved and loaded, but it still showed this. Is this a bug, or some new feature I missed? Seeing as how the Altarians decided it was economically justifiable to declare war on me, this is a major set back.

Sounds strange to me. I can think of only two reasons for this: 1. your social production is set to a very low percentage, or 2. those are extreme worlds (aquatic, radioactive, and so on) and you have only researched the first tech to use them (can use only 50% of the colony's production). Maybe even a combination of both. Other than that, this shouldn't be happening.

Well, I checked my social production, and it was set at the norm, and my production at the time was set for about 80%, so that wasn't it, and I did not have any of the extreme colonization techs. And it didn't happen when I colonized new planets afterwards, so I am writing it off as a bug, and started the game over. No issues so far.

maybe some event happened that inhibited the production on that planet.. did you hmm enslave some native folks or just let some dangerous thing loose to irritate your colonist?

Nope, and it was affecting every colony I chose to not immediately develop, but then did not affect later colonies.
