Would this work for Planet Quality?

Say you have a custom race with the Magical(+20% Planet Quality). Can you gift one of you poorer quality planets to one of the minor races. Then reconquer it to boost the PQ. Wash, rinse, repeat until the quality is high enough?

No, the change to PQ isn't permanent. It only works for the race with the ability-bonus.
