Manual Placement of the Free City Levelup Improvements

As per title. Even with manual improvement placement on, the game autoplaces the free levelup improvements you get at city level 3+, which really irks my OCD. Is there a way to manually place these free improvements that I am not aware of?

YES! I would love this. Thought it would have already been part of the manual/auto placement option.

You can do this by destroying the improvement and rebuilding it, well you used to be able to do this anyways.

Another thing that drives my OCD crazy. Upgraded buildings do not necessarily retain the orientation of their original building: it is randomised.

My OCD would love to be able to do this as well.  It gets very annoyed when it's plans for perfectly laid out cities get smacked upside the head by willy-nilly building sprouting...
