Armies of Pioneers standing around

I'm playing on a large atm. And when I entered a small part of the map I had not entered before, after the fog had lifted I faced 10 ( in words. TEN) armies consisting EXCLUSIVELY of Pioneers. I passed them by and kept on exploring. Like 30 turns later when I returned to the very spot they still stood there stargazing.

Ideas anyone? Anyone?! Bueller?! Anyone?!

I'm still playing my huge game (14-15 hrs in, just starting to take out other civs) and I see the same - armies of 2-4 pioneers wandering around.  Not necessarily stuck but wandering through my territory - even though I've essentially claimed a corner of the map and have nothing behind me.

 

I'm also seeing stacks of 10-20 enemy armies just sitting there - I just declared war on Altar, who had a stack of 17 armies sitting on our border.  I guess its better than trying to chase them all down...  he's only got 2 cities, so I'm just going to contain and try to take the last city.

Sometimes the bots send dozens of pioneers into my territory to destroy shit, very annoying having to break up all my armies and micro them all over the place to kill pioneers.

Maybe the AI knows that monsters aren't likely to hit their newly founded cities or pioneers?

armies of 2-4 pioneers

In my case it is more of 5 to 8 pioneers per army... And just yesterday I had discovered five more pioneer armies at the far east of the map (the bigger stack was up north).

I had just cleared the old imperial land - the one enclosed in a wall, and divided into to parts. The AI sat a pioneer army on the gate. I could not get anything inor out (like my main army that just cleared the area). Nice....

Yeah, I really hate it that the bots can just send millions of pioneers everywhere without worrying about them being attacked by the neutrals. It feels like the bots are playing a completely different game than I am.

Maybe I'll go put stealth on all of the bot factions to justify it.
