[bug][1.31] Bashing Maul do not proc

The Bashing Maul is supposed to have the Bash & Splash properties, but I never saw them triggered once in a dozens of fights and hundreds of hit. Guess it is bugged.

And yes I noticed I'm a minor revision late but I suppose it has not been fixed based on the changelog.
