[BUG .50] Erogs tower errors

So, I researched the tech that allows me to build Erog's tower, and it was not available to be built.  I assumed this meant that a nation I hadn't encountered had built it, and that's why I didn't receive a notification.  However, about 30 turns, later, I got a notification that another nation had just built Erog's tower... sooo... wtf?  it's worth one fame per turn, it's even MORE awesome now!  I have the Auto-save from about 5 turns before it was built, I could link it if that would help.  ( opened the autosave, and re-saved it under another name, I won't lose it)

If wonders work anything like they do in Fallen Enchantress, then you cannot place a wonder in the build queue if another nation has already placed said wonder in the build queue, regardless of whether or not work has actually begun on it. If you want to build a wonder, you need to be the first to place it in the queue, which might also require that you are the first to research the tech unlocking the wonder.

This works both ways - the AIs cannot attempt to build a wonder if you have it in your build queue, even if you're only going to start building the wonder 200 turns from now, and you cannot attempt to build it if an AI has it in their build queue.

Umm.... that really sucks, then.  I was WONDERING how they handled that....  I figured it would be more like Civ games, if you were trying to build it and spomebody else beat you to it, too bad!
