[BUG][0.50]Tireless March

If Tireless March is active on your sovereign you can't cast it on anyone else.  Not sure if it's a mechanic change (then the tooltip for the spell is wrong) or a bug (with no mechanic change).

This was already the case in FE.

Also: if you cancel Tireless March from the current unit it can't be recast, ever. Not sure if that's intended.

I fixed Tireless March both by updating the description and making sure that if you dispel it you can cast it on a new unit.
