[Bug .50] Tower of Dominion description is out of date

The Tower of Dominion still says it reduces unrest, but also shows that it increases growth and fame instead. It does not seem to reduce unrest like it used to in FE.

Tower of Dominion just kills the unrest penalty from number of cities, not a flat amount like in FE.
