Imperium Wildland still active after cleaning out all monsters

Dunno whether it is a bug or I am missing something. But after killing all guardians including the Death Demon and seizing all lairs and the dark spire I still can't settle or build an outpost in the Imperium wildland.

Also I have no idea what the dark spire gave me. In the flavor text I think it said something about a spell. But I have no idea which one it added.

You need to settle a city within Imperium to finish the quest. If there is no settleable spot, then there are probably cities too close to the wildland.

I don't remember the name of the spell, and can't check the files right now, because my gaming-PC just died (thanks a lot, Starcraft 2), but I know, that it is a Strategic one that allows you to sacrifice city-population to increase the health of the caster (but he can no longer heal naturally).

Oh THAT! I though as much. But I wasn't sure. Yeah, found that but thought some other circumstance added it.

The thing with the adjacent cities could be a cause. But hey! I just accidentally declared war on the Kraxis anyway. So in a few turns those cities will be gone. }:) And I'll know for sure whether they were the cause or not.

On the other hand it could also be the same prob as with the Spell of Mastery which one time didn't trigger and the next time did... >_>

Funny, I had exactly the same issue in a game yesterday.  Cleared out all the wildland monsters (Obsidian Golems, Death Demons), took the dark spire -- but still could not settle or build outposts in the Imperium ruins.  Got the little quest box popping up on the left margin; but could never complete it.  I had a couple of my own cities close to the Wildland border, but I don't think they were close enough to interfere.

Is the Wildland supposed to respawn arable tiles when you clear it?  Or just one tile?  Not sure how this works.  Was never able to complete the quest, or farm the shards within the Imperium borders.   A bit frustrating.

Were you able to settle once the neighbouring cities were removed? 

This issue was listed under Fixed in the 1.3 Changelog... but I dunno...

Imperium has only one tile where you can settle a city. It is located close to the spire. I never had a problem finishing this wildland, as long as there were no cities too close to it. The minimum-distance between cities depends on map-size, so take another look at them, if you still have troubles. The distance is 5 tiles for tiny maps, 6 for small and medium maps, and 7 tiles for large maps.

Gaunathor, thanks for your reply and for the clarifications.  My cities must have been -- just -- too close to the one tile I needed to settle.  Hard to tell now since the Spire goes away once you clear it; but I believe it was 5 or 6 tiles from my nearest city.  On a Small map, just too close I guess.  Still, Imperium yielded some good items, lots of experience for my Sovereign, and the Curse spell you alluded to earlier (name escapes me too).  Cheers.
