App Thumbnail Preview does not work when app is minimized

I have noticed that the taskbar thumbnail preview does not show a live picture of the modern app when the app is minimized to the desktop taskbar -  it only displays the color of the app.  The live picture does correctly display in the thumbnail preview when the modern app is maximized from the desktop.

Is this due to a Windows limitation or is this something that can be fixed?
