Possible bug. Campaign. -Transport Ship.

I think it's a bug..but it might be that I'm doing things wrongly. But..when I play the campaign I can build the transport ship, but I can find no way to send it off. I've tried every square of water (I think), with or witout troops. Nothing.

Please help?!

Found a solution. But is it really expected to raze your own city, rebuild it closer to the shore to be able to embark? Weird..
