While we do have military bases all over creation, and I'd like to get rid of most of them foreign ones myself, I'm relatively certain that map is lying.
The idea that we have a military base in Communist China is laughable. They've been trying to pressure their neighbors into kicking us out.
I suspect they're counting our embassies that have marine corps guarding the gates as military bases, which would include the one in Hong Kong, the location of that spectacularly unrealistic red dot.
