As stated in the title. I cannot advance the scenario because my army is too weak to tackle any of the strong armies. I cannot expand my City's borders, so I cannot mine any gold or iron. VERY frustrating.

Did you start a new scenario or are you continuing a previous one? If you continued an old save, you will have to start over. I just verified in-game, that the missing production yield is fixed in 1.32, but the fix can't get applied retroactively to an existing save-game.
Still, you could also use rush-buy to get all the improvements you need. Research Civics to get the ability to rush production, and wait until you have enough Gildar. This will take some time, but it should work.

I am pretty sure that I started a new game with 1.3, but I might have continued my 1.3 (1.31?) game with the 1.32 update. I am still pretty early in the game (still trying to learn). I still haven't found all four shards and I THINK I know where it is, but I believe I have to defeat the army that is hiding it.

You were right about needing a totally fresh start. I am able to construct buildings now.
