Magnar is having a bit of trouble with his Outposts. They don't seem to be providing any ZoC.

Update:

Loaded the game this evening and found that the outpost in question was properly showing ZofC again.

This would lead me to suspect that the problem occurs only when the outpost is constructed, until a load occurs.
