[1.20 Bug] AI hires champs with no sov or champ anywhere near

In my current game I witnessed a champ being hired by the AI without a sov or champ anywhere near it. The only unit of the faction that hired the champ at the time was a bunch of scouts. And YES, I checked that there wasn't any champ or sov stacked with da scouts...!

Is that by design or simply a bug?

You can hire champions with all kinds of units. It doesn't need to be the sov or another champ.

You're kidding me, right?! Don't tell me I wasted my sov's movement for hiring champs while I could have done it with whatever unit...!
