Can a tech unlock a trait without having a trait specifically picked for a faction?

In other words I have a trait in the game that can not be picked but is unlocked once a tech is researched it will then be awarded to that faction.

Yes traits that are available to every faction can be unlocked by techs.

Or are you asking whether techs can give all a faction's units a trait? In which case I am not sure but I doubt it. Although improvements can give traits to all units produced in a city.

Basically I am attempting to unlock an item by having two traits one is a normal faction trait the other is a locked trait that I want to only unlock when a tech is researched.

I think you'd be better off having the 2nd trait only unlock if you have the first trait.   (has first trait as prereq).  Now you can have your item require just the one trait.
