unable to declare war

i'm playing a large map max everything and i have a computer teammate. Well to say the least i'm leading for now but my teammate is getting attacked by an ally made through diplomacy. I am unable to either tell them to make peace (which other rts allow) or to declare war to help my teammate. Is there a way to patch this it is frustrating.

Cast a spell on the enemy that auto-declares war. For example, Curgen's Volcano or Broken Loyalties. I know broken loyalties works, and I think the other will work as well. I imagine there are other ones that would work, try your whole spellbook if you need.
